Jay has over 20 years of experience in the heavy construction industry. He was an experienced member of Dillon’s construction services staff, working on complex municipal infrastructure projects and engaged as a mentor to junior construction and design staff. Prior to his time with Dillon, Jay was also employed with contractors in the Windsor-Essex region, all of which have contributed to his knowledge of construction contracts, methodology, staging, scheduling and best practices. Jay’s expertise is in the construction services for municipal infrastructure projects including sewers, drainage features, road networks and related appurtenances, and watermains, both local and feedermains. Jay has extensive experience on road reconstruction and watermain contracts including projects in municipalities across the Windsor-Essex region such as the Town's of Tecumseh, Kingsville, LaSalle, and Lakeshore; as well as specifically working on Windsor Utilities Commission contracts in the city of Windsor. Most recently, Jay has worked on the Rt. Hon. Herb Gray Parkway for the utilities and related infrastructure construction, which included multiple watermains across three municipal jurisdictions. Jay was also the lead construction services staff for Dillon on the City of Windsor’s Walker Road reconstruction contract from Legacy Park Drive to Highway 401, wherein he worked with WUC on construction of various local watermain improvements, as well as a portion of a 24" feedermain installed by trenchless methods across a busy Windsor intersection.
