Perform quality control functions for Programmed Electronic Review Management Systems (PERM, online certification process) to ensure that there are no duplications in acquiring permanent work visas thereby reducing fraud. Maintains quality control systems for alien employment certification operations in the national processing center. Monitors, reviews, and analyzes application-processing activities within the national processing center and stage agencies, when appropriated. Reviews, analyzes, and resolves complex and controversial issues, which arise out of the processing of alien certification applications in the Permanent Labor Certification Program. Reviews documentation of availability of qualified American workers, adequacy of recruitment efforts, prevailing wages and working conditions for the purpose of establishing factual basis for decision on applications in occupations. Obtains, analyzes and interprets labor market information provided by state workforce services within NPC areas of jurisdiction, utilizing Bureau of Labor Statistics reports and publications, professional journals, associations, trade unions, colleges and universities, mass layoff reports, labor supply and demand bulletins, and private industry employers. Evaluates skills of foreign workers in comparison with stated job requirements in situations where qualifications are difficult to establish and conduct research into industry standards in order to assist in application determinations. Prepares letters and other correspondences related to appropriate request for information where applicable; reviews and evaluates responses to letters. Audit documentation submitted by immigration attorneys and employment agencies to ensure that the proper guidelines are met for aliens to be granted certification to work permanently in the United States.
