At present, I am the current Port State Control Branch Chief at US Coast Guard Sector Puget Sound. I lead a team of over 40 military members ensuring foreign commercial vessel compliance with US laws and international conventions that covers the entire Puget Sound Operation Zone (Washington State). My team and I apply risk-based decision methods to evaluate machinery systems, electrical systems, fueling, security, crew competency, life-saving, fire fighting, hull integrity, navigation, pollution prevention equipment and stability on-board foreign flagged commercial vessels that have a port of call in Washington State. We conduct these inspections on foreign flagged ships to ensure the protection of commerce and the protection of the maritime environment/ecosystem inside the Puget Sound. When we find vessels not in compliance with US laws or international conventions, we take control actions against the vessels/hailing countries. The control actions include detaining the vessel, expelling the vessel from the US, levying fines/civil penalties, or restricting the movement of the vessel. Additionally I am the lead officer responsible for preventing the transmission of the 2019 Novel Corona Virus via commercial, foreign flagged shipping to the Greater Seattle and Puget Sound Metropolitan area. I have screened approximately 700 vessels and several thousand crew members for COVID-19 symptoms prior to vessels’ arrival to the Puget Sound. At Coast Guard Headquarters, I performed complex technical design review of commercial ship construction, engineering, and conversion projects ensuring compliance with U.S. and international safety, engineering, and pollution codes/standards. I was a marine engineering safety technical specialist and served as a consultant to the marine industry, field units, & vessels designers of main propulsion, auxiliary system, thermal fluid heaters, lithium-ion batteries, ballast water management systems (BWMS), and pollution prevention equipment. I also aided in Headquarters policy development which was implemented in the US Code of Federal Regulations regarding marine engineering on board US Vessels.Additionally I was the Lead Mechanical Engineering expert for lithium-ion electro-mechanical propulsion and hydrogen fuel cell propulsion novel vehicle/ship design. These responsibilities included feasibility studies, project management, and consulting with the Department of Transportation to facilitate construction. Also I was one of two subject matter experts in the entire Coast Guard on Selective Catalytic Reduction emission control technology design. Show less

Auxilary Mechanical and Electrical Engineering Divison Head

I served aboard the US Coast Guard Cutter MIDGETT, a high endurance US warship. I served as the Auxiliary Mechanical and the electrical division officer. During this time I supervised a team of 28 people. My team and I were responsible for the ship’s power generation, transfer/onload and storage of diesel fuel, helicopter fuel, lubrication oil, oily waste, sewage, fresh water and hydraulic oil. Additionally we ensured the operation, management & maintenance of HVAC equipment, diesel generators, gas turbines, boilers, oily water separators, fuel oil purification, aviation/helicopter provisions, sewage treatment, lighting, hydraulic steering system, air conditioning and refrigeration, electrical switchboards, lighting, fire suppression, small boat davit cranes, and two ships’ auxiliary small boats. As the ship’s Fueling Officer I also ensured the safe and successful on-load of over 1.2 million gal of diesel fuel, 100,000 gal of JP-5 Helicopter fuel, and 20,000 gal of lubrication oil worth a combined five million dollars in over 15 different locations around the world.
