Elected to office five times, she chaired both the Senate and House environment committees and served on numerous other policy committees. She was chief sponsor of Oregon’s electronic waste recycling program, Integrated Water Management Strategy, and 2011 Bottle Bill expansion. She led the push for a suite groundbreaking energy and climate laws which set Oregon’s statewide carbon reduction goals, established Oregon’s first Renewable Portfolio Standard and Clean Fuels Program, tightened energy efficiency standards, and created renewable energy incentives. She also sponsored bills to keep guns out of schools, reform the criminal justice system, and halt abusive payday lending.
