  CERL (Construction Engineering Research Laboratory)Responsible for managing a multiyear effort to develop a GIS-Based economic analysis software system to be used by Defense Department decision makers (in the BRAC Process). Major duties included developing the concept of the system, designing the system, and managing contracts and employees that worked on the effort. The effort was awarded a “Probe Project” grant by the National Center for Supercomputing Applications (NCSA).
