The main responsibilities as a Programme Manager in early stages of the Synchronisation Programmeinvolved structuring the programme portfolio, budgeting the 300 million Euro portfolio of more than 60projects in field of infrastructure as well as IT systems development also planning and building a team of11 Programme office members. That altogether in 3 years time.As the projects in the synchronisation programme are subjects of the pan European list of Projects ofCommon Interest (PCI) there was a possibility to finance the programme from the Connecting EuropeFacility (CEF) As the technical programme manager it was, among budgeting, my responsibility to applyfor the CEF funds. The projects receiver the highest 75% support from the European commission.The impact of the funding rate that high is that the 300 million programme has zero impact on thenetwork tariffs for Estonian consumers.Under the solid and experienced conduct of the Manager from the defence industry the Programme is now steering securely to be finalised in 2026.The Continental European power system stretches across 26 countries and is one of the largest interconnected power systems in the world. The Baltic States power system is currently synchonously connected to IPS/UPS Russian power system and a-synchronously connected to Continental Europe through LitPol Link between Lithuania and Poland and to the Nordic Synchronous Area through NordBalt between Lithuania and Sweden and Estlink 1 and 2 between Estonia and Finland.The Baltic Synchronisation with Continental Europe is part of the EU Energy Union strategy and will provide for the Baltic TSOs to operate their systems under the frequency of the Continental European System and under the EU rules. The Baltic Power System is going through a major shift - Synchronisation of the power system to the Continental European Synchronous Area. Although the Baltic States are in the European Union, the Baltic unified power systems are operating synchronously with the IPS/UPS Russian power system. The aim is to operate synchronously with the Continental European power system by 2025.

Skinest Energia AS is a Renewable Energy producer and developer focused on Wind Power. Today several environmentally friendly projects are being developed. One of these projects has reached its implementation phase: the project of wind energy power plant in Rõuste, Estonia. The projected installed output power of the Rõuste wind park is 25.5 MW. Total investment of nearly 37 million euros, and yearly energy production is expected to be 61 000 MWh. The first stage of the Rõuste Wind Park has been implemented by the beginning of 2017 year.
