City Manager; General Administrator for Five Public Trusts and One Commission | December 2005 – June 2019 Chief Administrator overseeing the operations of a full service city including public works, police, fire and emergency management, city attorney and municipal court, community development, grants management, neighborhood services, human resources, information technology, fleet services, risk management, and financial services as well as the Reed Conference Center and Sheraton Hotel, the Memorial Hospital Authority, Utilities Authority, Urban Renewal Authority, Economic Development Authority, and Economic Development Commission. Selected Highlights: • Managed implementation of Town Center Plaza, an 83-acre retail power center owned by Midwest City and leased to a private development company. Negotiated the final Redevelopment Agreement and long-term land leases. • Led several successful municipal elections to increase sales tax funding for public safety and general funds. • Led successful $53 million General Obligation Bond Election for improvement projects and quality of life investments. • Coordinated with a private development company to develop 48 acres for a Warren Theatre, indoor entertainment center, retail and restaurants • Guided numerous other innovative capital projects including the water resource recovery facility, a state-of-the art facility that is first of its kind in the state; the Soldier Creek Industrial Park, an extensive trail system; and many Oklahoma Department of Transportation (ODOT) roadway improvement projects.
