Equally important, are examples of work such as Second Harvest Food Bank, Westminster Village and The Horizon Convention Center. Key initiatives included the marketing of economic investment within the city, completion of the City of York’s Comprehensive Plan, the creation and implementation of the city’s Downtown Action Plan, the York City Neighborhood Resource Institute, the planning, packaging and successful solicitation for a HUD Section 108 Loan Guarantee, many community, cultural and economic development projects (both proprietary and scattered site developments), a major rewrite of the City’s comprehensive zoning, land use and public health ordinances, as well as the design and implementation of several key opportunity site developments.
