QIS employed approximately twenty five (25) skilled installers, laborers and drivers.   As owner and principal of my family’s 44-year interior design, space planning and project management firm, I led a staff of twelve (12) and all services provided to corporate, health care, educational and hospitality clienteles. While there are many examples of East Central Indiana environments that have been enhanced by the services of David Dale Designs, none better capture the full gamut of offerings as the recently completed Open Door Health Services central city $9.5 million health clinic (Muncie’s single most sustainable property) or the organization’s contributions to Taylor University’s new $43 million Euler Science Complex. Equally important, are examples of work such as Second Harvest Food Bank, Westminster Village and The Horizon Convention Center. David Dale Designs was the beneficiary of longstanding client relationships; many of which exceeded thirty-five years.

  Served as the City of York’s chief community and economic development strategist directing various City bureaus, the York City Redevelopment Authority, as well as eight separate public authorities, U.S. Department of Housing and Urban Development funding and various State of Pennsylvania funded initiatives. Oversaw the City’s Bureau of Health; one of the five largest health departments in Pennsylvania. In addition, I served as the Pennsylvania Whip for the National Community Development Association. I was responsible for the supervision of bureau directors with an overall employment body of forty five (45) individuals. Key initiatives included the marketing of economic investment within the city, completion of the City of York’s Comprehensive Plan, the creation and implementation of the city’s Downtown Action Plan, the York City Neighborhood Resource Institute, the planning, packaging and successful solicitation for a HUD Section 108 Loan Guarantee, many community, cultural and economic development projects (both proprietary and scattered site developments), a major rewrite of the City’s comprehensive zoning, land use and public health ordinances, as well as the design and implementation of several key opportunity site developments.

  By appointment of two mayors, I served as Director of Community Development for the City of Muncie. Oversaw monies provided via the U.S. Department of Housing and Urban Development with key initiatives focused on turning around fledgling investment in central-city Muncie, the deployment of infrastructure improvements, development and expansion of neighborhood associations and the expansion of quality low-income housings development. The department was awarded two national awards for outstanding partnerships (one of which was in collaboration with BSU’s Muncie Urban Design Studio). In all, I directed the efforts of twelve (12) planners.
