  I designed a strategy for allowing Timor-Leste to diversify its oil-based economy, which was reviewed and approved by the then-Prime Minister and his Council of Ministers but was, for political reasons, defeated in Parliament. I used a similar approach to promote my duplicable concept more broadly to other least developed nations, via the United Nations Secretary-General, and even though the idea received a high-level hearing it was not promoted further.
