Helen has amazing capability, energy and capacity to get things done. When we both were Directors on the Board of the Sugar House Community Council, a local non-profit corporation, Helen established several ad hoc citizen committees to address a wide range of community issues. She led those committees to articulate a consensus of their individual issue, what they would like to see done about it, frame it within the guidance of public legal policy, and then worked with them to ensure they spoke to the correct people or government body. She was not afraid to take on controversial or contentious issues and had a remarkable history of success. Helen undestands how to successfully mentor others as evidenced by her work with an individual on a small community project who later became an elected official.

Our efforts resulted in political and community success and moving on to complete an Environmental Impact Study for a bus rapid transit (BRT) solution. On the US-91 Access Management Study from Logan to 400 North in Smithfield, Utah in Cache Valley, I led a team to balance the needs of local travel and economic development against a regional transportation corridor. Through the creation of a Technical Advisory Committee (TAC) made up of engineers and planners from the Utah Department of Transportation (UDOT), the Cache Metropolitan Planning Organization (CMPO), Cache County, Logan, North Logan, and Smithfield, a re-design of the accesses allowed on US-91 was negotiated with land owners to preserve the regional transportation network through control of access to US-91.       Conducted analysis for a number of transportation projects involving master plans and traffic studies, travel demand management program development, access management, corridor studies, multi-modal transportation plans including the Utah Department of Transportation’s 2011-2040 Long Range Transportation Selected Project Highlights: Played a key role in the technical analysis and documentation for UDOT’s portion of Utah’s Transportation Plan 2011-2040 which served as the guiding document for planning, construction and maintenance of state transportation projects in areas of Utah that are outside of the Metropolitan Planning Organization boundaries. Project selection was guided by well-timed pavement treatments to extend road life, the project’s ability to optimize mobility and increase congestion relief, the ability to improve safety by reducing crashes, and ability to contribute to a transportation system that contributes to economic development through the movement of commercial goods and freight throughout the state. The Utah I-15 Commercial Vehicle Park Survey was an effort to survey commercial vehicle drivers to learn how they park to comply with Federal hours of service rules. While a National survey has been completed, Utah conducted its own survey at eight truck stops along the I-15 corridor to better understand local conditions collecting over 200 in person surveys. My responsibilities included designing and implementing the survey for Utah that gathered demographic questions, parking pattern and preferences, parking solutions, and origin and destination information about how far commercial vehicle drivers are from their home base and where they slept last and where they are planning on sleeping when they plan to park their truck to rest. The results from this survey informed the Utah Department of Transportation’s planning efforts to increase the number of parking locations for commercial truck vehicles. Show less
