Coordinates capital engineering projects from conception through to completion of construction, including: adherence to the Town’s fiscal requirements and procurement procedures; design approval; preparation and issuance of terms of reference and requests for proposals; tender preparation and analysis; review for Manager approval of contractor progress payments; periodic site inspections; conformity with ISO Quality Standards; regulating authorities and good engineering practices. • Coordinate critical path time lines for assigned projects utilizing sound budget management practices • Monitor construction progress and address issues that arise from time to time • Prepare and issue Terms of Reference, Requests for Proposal and Quotations for consulting and contracted services in accordance with Town purchasing procedures in a timely manner to achieve desired critical path time lines • Facilitate detailed design assignments, tender preparation and analysis, and recommend award to Council • Liaise with external agencies by attending meetings, telephone, mail and e-mail correspondence in order to ensure that regulatory requirements are met in a timely manner that achieves critical path time lines • Liaise with Finance Department to ensure compliance with applicable policies • Verify the appropriateness of contractor/consultant invoices to ensure contractual obligations are met and construction is proceeding to the Town’s satisfaction • Process contractor progress payments, invoices in conjunction with approved budget allocationsand make recommendations for approval or rejection • Prepare reports to Council on matters of Council endorsement by preparing draft reports for Manager and Director approval, in accordance with time lines determined by Senior Management, and Council.
