  Managed design, procurement, and installation of solar energy systems at six community-based organizations comprising 55 kW generation capacity and 135 kWh storage capacity. Redesigned procurement and execution processes to accommodate COVID lockdowns, price increases, materials shortages, and supply delays. All projects completed under budget and five of six projects completed within pre-COVID established timelines.Negotiated partnership with US-based and Puerto Rico-based partners to provide technical assistance in executing pilot program to explore blended financing options for renewable energy projects. Managed workflow and team in compliance with this partnership.Managed design and implementation of incubator program that fostered 12 community-based organizations through understanding their energy needs, designing energy systems, and developing funding proposals. Three proposals were chosen to receive solar energy systems to be installed with available program funds.Planned and executed fundraising strategy that brought in over $490,000 in grants and donations over eighteen months, over 80% of which was dedicated to program expenses and direct investments in community projects.Prepared annual budgets and monitored expenditures to ensure adherence to projections. Worked closely with accountants to generate financial statements and resolve discrepancies. Generated weekly and monthly financial and budget reports in an accurate and timely manner. Ensured accurate and transparent tracking of budget expenditures. Prepared payroll disbursements. Identified over $20,000 in additional funds (8% annual budget) by finding financial reporting and inventory errors.Managed and supervised mixed teams of two full-time employees, two part-time contractors, three part-time interns, and two summer interns, all working remotely. Interviewed, hired, and onboarded three new staff members. Ensured new hires complied with internal governance policies.

  Co-authored report for Oxfam America on disaster risk reduction needs assessment for post-María rebuilding initiatives in Puerto Rico. Leveraged untapped revenue streams, mainly vacant municipal properties and unlevied traffic fines, resulting in over $125,000 additional monthly revenue, equivalent to a 0.4% increase in operating budget. Managed complex procurement processes for high priority capital improvement EPC projects. Developed and expanded centralized database for monitoring municipal statistics. Prepared monthly statistics reports and presentations for Mayor and City Manager, identifying salient trends and indicators. Drafted policy analysis memos and recommendations for Mayor and City Manager. Represented City Manager’s office among island-wide and municipal agencies and departments, ensuring compliance with San Juan public policy. Collaborated with multi-agency team that vied for over $1 billion in available funding in 2014 HUD National Disaster Resilience Competition as San Juan’s key point of contact.
