  From 2016 to 2020, I held the role of Specialist Lawyer on issues of Transparency, Purchasing and Contracting of the Vice Ministry for Institutional Transparency Policies of the Ministry of the Presidency (MINPRE). My responsibilities included: Follow up on the Plans and Programs of the Vice Ministry and its dependencies and know the status of execution of the different activities to be carried out in each one of them. Provide feedback to the areas responsible for each process to correct deficiencies or deviations in relation to the Objectives of the Plans and Programs. • Carry out preventive and corrective audits in the administrative and financial areas, making the necessary recommendations. • Assist so that the purchasing and contracting procedures comply with current regulations.• Establish Administrative Procedures that guarantee Transparency and Internal Controls in the administrative and financial management.• Generate the necessary statistics that allow analyzing the effectiveness of the purchases and contracts carried out by the ministry, in order to guarantee the principles of transparency, participation and free competition.• Represent the institution before the National Commission for the Extractive Industries Transparency Initiative (EITI). This commission is made up of both government institutions and representatives of the Business Sector and Civil Society. It is a world standard. Its objective is to promote open and responsible management of natural resources, strengthen government and business systems, increase transparency about payments by private companies in the mining or oil sectors to governments and entities linked to governments, as well as increase the transparency on the income received by the countries in which these industries are established.• Support the institution before the Institutional Commission for Sustainable Development Goals.

  From 2011 to 2016, I performed the role of Legal Specialist in Bids, Purchases and Contracts of the Empresa Distribuidora de Electricidad del Este, S.A. (EDEESTE). My main function was to assist the Institution in the coordination of all purchasing, contracting or acquisitions processes, so that they are carried out within the applicable legal regulations. My responsibilities included: •Coordinate the Purchasing Committee, the Bidding Committee, the Auction Committee and other contracting processes carried out by the institution.• Advise the Purchasing Operational Unit, with the objective that the purchasing and contracting processes are carried out in accordance with the provisions of Law • Review the records of purchases, sales or acquisitions carried out by the different Management or requesting areas, in order that they comply with the documentation required by the applicable legal regulations. Verify that the procedures are carried out within the corresponding thresholds, according to the amount established for contracting. Issuance of the minutes containing the resolutions issued by the Purchasing and Contracting Committee. Issuance of reports and reports on purchasing procedures.• Guide the analysts of the Purchasing Unit regarding the application of Law in the Purchasing and Contracting processes.• Advise the requesting Areas in the purchasing and contracting processes • Responding to inquiries and issuing legal opinions to both internal and external clients in response to purchasing procedures.• Provide support regarding the corresponding procedures for the preparation of contracts.
