Tuolumne County is a rural county in the foothills of the Sierra Nevada range in central California. The population is 57,000 in the unincorporated county with one incorporated city, Sonora. All solid waste is exported from the county for final disposal at a landfill in the San Joaquin Valley. The solid waste is managed through franchise agreements for both collection and disposal. Some of the major challenges in Tuolumne are costly landfill closure projects, limited customer base over which to spread costs, and very little county owned infrastructure in the solid waste system. Kitsap County is located on the west side of the Puget Sound, 11 miles across the water from Seattle. The population is about 249,000, most of which is in the unincorporated county. There are four cities, two tribal governments, and three naval installations. The Solid Waste Division works with all the jurisdictions to develop a Comprehensive Solid Waste Management Plan. This plan determines service levels for recycling, hazardous waste, and organic waste, along with the infrastructure needed to support them. Supervise a staff of 20 which include solid waste attendants, hazardous waste technicians, communications technicians, solid waste specialists, and a compliance engineer. Manage the contract for the disposal system which includes the operation of the transfer station, the rail haul, and regional landfill disposal. The contract is valued at approximately $9,000,000/year to manage over 200,000 tons of solid waste /year Actively pursue grant opportunities and generally have three to four grant agreements operating Directthe compliance activities for four closed landfills, three of which were in Washington State's version of Superfund. Participated in extensive litigation with insurance companies to secure funding for the landfill projects. Negotiated a remediation for the Bainbridge Island landfill that featured excavation of the waste, screening and removal, transport off-site, and re-contouring and planting the site Developed an ordinance to reduce waste in County government and implemented the Waste-Wise program - resulting in savings of over $200,000 last year Show less
