During this time I occupied two different Deputy Program Management (DPM) positions for GDIT. From Feb 2011-Aug 2011 I was the DPM for Operations on the Transformation Twenty-One Total Technology (T4) Program. I was hired in anticipation of GDIT being a winning contractor on the T4 program being awarded by the Veterans Affairs (VA) in Eatontown, New Jersey. While awaiting contract award, I was involved in supporting the pricing proposal development for the Veterans Integrated Services Networks (VISN) 10 proposal. I also coordinated and conducted numerous meetings with VA Office of Information and Technology (OIT) Initiative Leads. Topics discussed included the Initiative 9: Preparedness Mission, Initiative 10: Enterprise Wide Cost Accountability Mission and the Initiative 15: HealthCare Efficiency (HCE) Mission. We also discussed other challenges the VA was currently experiencing. Prior to that position, I was the DPM for Operations on the Rapid Response Third Generation (R2-3G) Program. The plan was for me to staff and manage a multi-faceted office located in Shrewsbury, NJ. Due to the protracted award process and subsequent lack of contractual activity, my support was required on proposal responses, coordination with Teammates, submission of numerous management reports and development of R2-3G program related documentation. I established a working relationship with over thirty R2-3G Program Teammates. I developed and published an R2-3G Program Plan, produced a marketing tri-fold and conducted numerous upper management briefings. I managed all activities associated with the closing of the Shrewsbury office and contributed to the establishment of the Aberdeen Proving Ground (APG) office. I single-handedly assumed responsibility for technical completion of Task Order 0001 on the R2-3G contract. This effort required intensive coordination with the Government R2 Project Office and resulted in my submitting a fully acceptable deliverable ahead of schedule. Show less

I provided direct support to the Director, Fort Monmouth Software Engineering Center (SEC) on specialized projects. The primary focus was Program Manager of the SEC Staff Assistance Program (SAP). I developed the entire program from the ground up, briefed it to SEC management, developed an implementation plan and received SEC management approval. The focus of the Staff Assistance Program was issues related to financial, personnel, contracts, manpower management, administration, security and equipment areas. The program involved a review of processes and performance at all major SEC CONUS geographical locations. The intent was to insure consistency of operations throughout the center and also insure SEC compliance with statutory, regulatory and internal SEC policy guidance. It also served as support to the Management Control Program annual assurance statement that is signed by the Director SEC. This program required travel to most of the SEC organizations to brief their management/staffs explaining the details and purpose of the program. I developed checklists to be utilized during the on-site visits and where appropriate assigned get well plans to areas requiring improvement. This program was very important considering the impending Base Realignment and Closure (BRAC) implementation and its effect on the Software Engineering Center. Show less

I was responsible all Software Engineering Center (SEC) resource management efforts to include financial management, force management, human resources management and acquisition/contract management and administration. I planned, directed, monitored, controlled and directly supervised the financial, contracts and administration offices. I was the principle advisor to the director SEC on all financial matters. I briefed and defended all financial requirements at both the Army Material Command (AMC) and Higher Headquarters briefings. I managed the development and coordination of RDT&E requirements in support of the DA Council of Colonels and the General Officer Steering Committee (GOSC). I implemented the de-capitalization of the Information Services Business Area that executed the Army Working Capital Funds (AWCF) and supported arguments to the DA Army Requirements Review Group (ARRG) to create a direct funding stream. I completed numerous programming/planning submissions to include the Program Objective Memorandum (POM), AWCF budget and P-Form submissions. I formulated and briefed the OPs-29 at AMC Headquarters using the DA generated DMOPS database, which I helped to develop. I implemented a process of reviewing all outstanding actions in the CECOM Acquisition Center. I also managed the CONOPS programs and reprogrammed dollars to assure mission accomplishments in response to decrement drills. I personally managed all aspects of fiscal year closeouts executing 100% of all funds. I assisted AMC in achieving their FY07 obligation plan by executing an unanticipated fifty million dollar cash drop in September 2007. The FY07 total SEC program exceeded 800 million dollars, the largest in SEC history. I spearheaded the implementation of the Account Management Application (AMA) within SEC to replace an archaic stove-pipe based accounting system. I chaired special teams to oversee the SEC involvement in the Weapon System Reviews and decrement drills. Show less

I developed RDT&E, PA, OMA and Tactical Cryptologic Program budget requirements for PM EW/RSTA and developed COB/AMP/PARR and RDT&E budget requirement inputs. During this assignment I completed the six week, primarily military attended, Material Acquisition Management course at Ft. Lee VA. My efforts were also integral to the successful completion of the High Frequency/3rd Link Acquisition Plan, developing the Airborne Relay Facility Acquisition Plan and justifying the Advanced QuickLook ILS documentation modification.
