The Naval Special Warfare Development Group (DEVGRU) is based in Dam Neck, Virginia. DEVGRU is responsible for US counter-terrorist operations, primarily in the maritime environment. DEVGRU has as a primary function of intelligence, counter-intelligence, investigative, and national security work, for the Dept of the Navy and the overall U.S. Special Operations Command.In my role I primarily serve as Sensitive Activities Planners / Compartmented Capabilities Integrator supporting the Department of Defense and its efforts to identify and neutralize enemy threat networks capable of employing a myriad of improvised-threats, such as Improvised Explosive Devices, and other improvised weapons of strategic effect. Embed with and advise Combatant Commands (CCMDs) at all echelons on how to effectively leverage specially compartmented material and non-material capabilities to eliminate or neutralize improvised threats and the networks that employ these improvised weapons in combat.Specifically, my duties include:• Trusted Subject Matter Expert of current and emergent threat activity focused on supporting threat facilitation networks and their use of improvised weapons through a vast array of information sources. • Assists in identifying and understanding risks and vulnerabilities, enabling a rapid and early understanding of capability gaps, the timely validation of requirements, and informed investments in counter-threat technologies and non-material solutions. • Deliver consumable assessments and intelligence information to enable Warfighter planning and adaptation to rapidly changing conditions supported by close links to reach-back support across the intelligence community and among relevant U.S. departments and agencies.• Provide flexible funding and authorities in order to deliver urgent counter-improvised threat solutions for validated capability requirements.

This means that DoD CIO is responsible for all matters relating to the DoD information enterprise, such as cybersecurity, communications, information systems, and more. In my role I am principally responsible for the migration and implementation of the Joint Regional Security Stack (JRSS) and the accompanying Joint Management System (JMS). JRSS is the primary component of the DoD’s future global network modernization and cybersecurity defenses. It is designed to immediately defend the cyber-warfighting domain providing lethality in both offensive and defensive cyber warfare as well as reforming multiple disparate cyber security components into a standard network security architecture. Ultimately, JRSS and JMS will improve security and mission effectiveness for the entire DoD Information Network and improve visibility for all Command echelons.Specifically I: • Review and provide comments on draft DoD Policy, Operation documents (CONOPS, TASK Orders), and Architecture and engineering artifacts.• Represent DoD CIO in multiple cross department working groups (DoDIN SA, Cyber C2, Enterprise Protection Integrated Planning Team).• Advise and brief Senior leaders on planned policy and guidance changes affecting JIE and Cyber Security Policy.

It is charged to study special operations requirements and techniques, ensure interoperability and equipment standardization, plan and conduct special operations exercises and training, and develop joint special operations tactics.As Deputy Director, I led and managed operational as well as administrative engagements for the Joint Task Force reporting to Joint Special Operations Command. I acted as advisor and strategic planner for highest echelon of military and civilian leadership in matters related to international armed force operations. One of my responsibilities was to direct sophisticated teams involved in Cyber Intelligence, Surveillance, and Reconnaissance (C-ISR), Offensive Cyber Operations (OCO) and Information Operations supporting Combatant Commander operational priorities. I liaised with multiple stakeholders including U.S. Congress, National Security Council, and coalition representatives to support National Strategic Objectives with respect to Special Operations Forces employment throughout the world.Some of my key accomplishments in this role are as follows: • Played a key role in accomplishment of assigned missions in the Middle East by providing strategic, tactical, and timely advice to top military as well as civilian leadership. • Made a crucial contribution to policy development and certification of Joint Comprehensive Plan of Action (JCPOA), an international agreement on the Nuclear Program of Iran, reached between Iran, permanent members of the UN Security Council, and the European Union.

Wrote responses to congressional inquiries in support of congressional testimony for senior leadership. • Devised operational performance metrics and defined overall deployment lifecycle of the Joint Force based on historical data analysis. • Directly consulted on the management and control of $650 billion defense budget as limited by the process of sequestration under Budget Control Act of 2011. Assisted in determining the allocation between aging major weapons systems, dwindling readiness, and extensive combat operation with the aim of building the finest joint force fielded by the defense department.

Electronic Attack Squadron 142 is a squadron of the United States Navy that provides worldwide tactical Airborne Electronic Attack techniques against targets at sea or ashore in support of U.S. and Coalition combat forces.I spearheaded a team of over 150 Officers, Chief Petty Officers and enlisted personnel in the maintenance, production, and flight utilization of 4 highly sophisticated tactical jamming aircrafts. Enhanced command operational and combat readiness by optimizing scheduling and training of 22 aircrew members and 4 EA-6B Prowler aircrafts. I ensured preventive maintenance as per pre-defined plan in addition to seamless integration of operational needs with the aim of achieving highest readiness levels. I was widely known as expert in 12 annual combatant command exercises and 14 US Army training exercises. Acted as Subject Matter Expert and trainer on Electronic Warfare (EW), Spectrum Management (SM), Intelligence, Surveillance, Reconnaissance (ISR) coordination and utilization, Attack the Network (AtN), Criminal Threat Network (CTN) application, and threat predictions models.Some of my key achievements are as follows:• Planned a $400,000 travel budget for the fiscal year and managed a $150,000 command quarterly travel budget without overstepping any expenses. • Oversaw completion of 27,840 maintenance man-hours and over 9000 work orders resulting in the Command being selected as the Maintenance squadron of the year. • Conceptualized and implemented a detailed training plan for squadron aircrew. The training was targeted towards achieving and maintaining expected combat deployment readiness levels in the event of an unexpected shift in deployment dates.• Consistently worked on coordination of training between intelligence, engineering, and security operations sections leading to improved performance of units in combat operations.
