      As a plankowner in a start up oil and gas drilling contracting firm, there's very little that you don't find yourself engaged in. My primary responsibilities surrounded the development of the governance structure and training system for the company. I developed what we referred to as our 'Operational Management System' or 'OMS' which blended a system I developed for the Coast Guard with International Standards Organization (ISO 9001) best practices. I developed the organizational structure using a classic Napoleonic numbering convention I used from my time in the military. We see the key to the whole system as completely 'paperless governance' - once fully developed, we will be able leverage technology to 'tag' all our documents, one to the other, within our IT architecture. Our training system is based on best practices from 'High Reliability Organizations' or 'HRO's' in naval aviation, the nuclear energy industry and the FAA's Air Traffic Control System. These organizations operate in high risk environments where the cost of failure can be catastrophic in terms of loss of life, property or damage to the environment. Starting with a rigorous Instructional Systems Design Front End Analysis, we identified the positions we would need to operate our drilling rigs, then broke each of these down into the specific KSA's each would need in order to do their jobs. Future training systems development will ensure our people are competent and confident performers.Bringing these aspects to bear in the oil and gas industry will represent a real step change from the way drilling contracting firms are currently operated. It will make it easier for our people to get the information they need, when they need it - it will make it easier for inspectors and regulators to ensure our operations are aligned with applicable compliance regimes - ultimately making us more efficient and effective and helping optimize returns for our investors and partners.
