The leaders of the Western Balkans endorsed the Common Regional Market (CRM) 2021-2024 Action Plan at the Berlin Process Summit held on 10 November, 2020 in Sofia.Common Regional Market Action Plan is established as a transformative tool to increase the attractiveness and competitiveness of the region and to bring the region closer to the EU markets. The Common Regional Market Action plan is a result of intense consultations at national, regional and international level, including through already established structures, Component Contact Points and MAP Coordinators, and PM Sherpas as the highest level of governance to provide strategic guidance to the process.The Common Regional Market builds on the achievements of the Regional Economic Area as the first regional initiative of its kind. The agenda shall have a transformative effect by putting the region on the map for global investors, thereby creating jobs and offering greater choices at lower prices for its consumers, and enabling people to work throughout the region. The implementation of the regional actions represent a steppingstone for WB firms to better integrate into the European value chains and strengthen their competitiveness in the European and global marketplace.The Action Plan is made up of targeted actions in four key areas: Regional trade area: free movement of goods, services, capital and people, including crosscutting measures, such as the Green Lanes, to align with EU-compliant rules and standards and provide opportunities for companies and citizens; Regional investment area, to align investment policies with the EU standards and best international practices and promote the region to foreign investors; Regional digital area, to integrate the Western Balkans into the pan-European digital market; and Regional industrial and innovation area, to transform the industrial sectors, shape value chains they belong to, and prepare them for the realities of today and challenges of tomorrow.

National Coordinator for implementation of Multi-annual Action plan for a Regional Economic Area

The leaders of Western Balkans (WB) endorsed the Multi-annual Action Plan on a Regional Economic Area in the Western Balkans (MAP), at the Berlin Process summit on 12 July 2017, in Trieste, Italy . Multi-annual Action Plan for a Regional Economic Area in the Western Balkans (MAP) has been developed upon the request of the Western Balkans Prime Ministers to prepare a “proposal for a joint approach to furthering economic cooperation in the Western Balkans” in the context of the Berlin process and the Trieste Summit. The MAP puts forward a structured agenda for regional economic integration, along the lines proposed by the Leader’s Meeting, namely: promoting further trade integration, introducing a dynamic regional investment space, facilitating regional mobility, and creating a digital integration agenda. The MAP stems from the commitments undertaken within the framework of the Central European Free Trade Agreement (CEFTA) and South East Europe 2020 Strategy (SEE2020) and is based on CEFTA and EU rules and principles as reflected in the Stabilisation and Association Agreements (SAAs). It foresees implementation of actions at all levels in the period between 2017 and 2020 (with some actions extending until 2023). The implementation of the actions listed herein is intended to result in a CEFTA rules-based and EU-compliant Regional Economic Area in the Western Balkans. This will enable unobstructed flow of goods, services, capital and highly skilled labour, making the region more attractive for investment and commerce, accelerating convergence with the EU and bringing prosperity to all its citizens. The Regional Economic Area is based on the principles of non-discrimination, creating a level playing field for all within the region.
