Joseph Leonard, Jr. MEP, MCP, CEM, CGEMC, CHPP, CPE (CDR, USCG, ret.)

George has set the standard for Emergency Managers around the nation to emulate. He developed and expanded highly effective programs in the Commonwealth of Virginia that kept state and local officials abreast of emerging incidents, methods to enhance professional education and training, and processes to identify and address capability gaps. He took these same skill sets forward to the Department of Homeland Security, where his efforts to identify and protect critical infrastructure around the nation established a high level of trust between the states and the federal government. He was a person working inside the Beltway who was seen as a friend of the emergency manager at the state and local level—a high level of trust that has not yet been duplicated.
