Paslay Group serves as the Program Executive for Pittsburgh's International Airport's Terminal Modernization Program (TMP), a new $1.4B terminal. I am excited to be a part of their wonderfully experienced team. I bring horizontal integration across all program control functions in order to maintain comprehensive awareness of TMP’s cost, schedule, and technical interplay. I enjoyed contributing to USACE SWG’s (Galveston) transition from a O&M centric division into a major development division able to effectively execute the newly acquired Hurricane Harvey Supplemental S2G program responsibilities ($4B), and to prepare for even further development expansion via anticipated receipt of the Coastal Texas program ($26B). My primary role was establishment of multi-disciplined assessment capabilities, processes, and practices. Post NASA, I had some fun with a new challenge, franchising in a family partnership. We brought Menchie's Frozen Yogurt to San Antonio. Though our Alamo Ranch location long ago met our internal parameters for expansion, I realized that my professional drive remains in project management. Franchising afforded me the opportunity to spend more time with my kids through their formative years, but I am now a silent partner and have found great joy in re-entering the program control arena. I spent 22 years as a program control consultant for major NASA programs. I served as both director for our small consulting business, VAI, and as a front line analyst. I possess expertise in all aspects of program control management. Contracts. Budget. Schedule. Contractual earned value management (EVM). Stakeholder performance assessment. I was instrumental in both the development and implementation of VAI's unique One-Pager philosophy. Major changes to the aerospace environment supporting Johnson Space Center along with re-location of programmatic responsibilities to NASA Headquarters led to VAI's 2013 closure.
