      I was tasked with preparing CAA, as much as possible in the absence of in-force legislation, to implement the proposed Clear Heads policy. The policy aims to manage risks associated with the effects of drugs and alcohol in commercial aviation. I drafted sample drug and alcohol management plans, guidelines, a procurement plan and requirements, and an implementation plan and budget. This required extensive sector engagement, research and inter-agency discussions in order to understand the subject and develop ideas and initiatives to ensure that when implemented the changes would be effective, whilst minimising impact on operators.Productive conversations with a broad range of stakeholders helped facilitate a pragmatic service design, whilst building sector awareness, confidence and trust. This helped to surface policy issues that could be resolved prior to implementation, rather than creating problems later.I continue to input into the initiative pending government direction.       Arising from a New Zealand-wide issue relating to leave pay, MPI needed a strategy to renew its Payroll and HRIS Services. Liaising and collaborating with other government agencies, I developed a road-map and implemented the required steps to prepare MPI to go to market. I completed a Treasury Risk Profile Assessment, managed the Treasury process, wrote and delivered the required Business Case and Procurement Plan, lead development of the RFP and business requirements and commissioned and actioned the IQA - resulting in a market-ready state.       The Earthquake Commission provides natural disaster insurance for residential property, administers the Natural Disaster Fund, and funds research and education. An unprecedented series of major earthquakes in Canterbury in 2010 saw EQC rapidly increase in size from 22 to nearly 2000 people. Over 450,000 claims were lodged. I was an integral part of growing the Customer and Claims group during this ground breaking period of growth and change. This included developing innovative solutions for problems never encountered before worldwide such as ‘apportioning’ claims across multiple events, and compensating customers for the risks of liquefaction and flooding. In this role and reporting to the Chief Executive, I was responsible for leadership of the customer interface and developing and delivering end to end claims policy, process and services across all natural disaster events for New Zealand.The role had a significant strategic leadership and change management component with a critical focus on customer experience.
