Senior Programs Analyst, Navy Programming Division (OPNAV N80)
-
Jun 2022 - Present
Provides analytic, governance, and execution support of the planning, programming process to ensure the proper resources are programmed for the FYDP for the Navy. – Leveraged Program Budget Information System database knowledge to lead efforts across 7 Resource Sponsors (RS) to code database entries with associated Program Deep Dive quad-slide numbers. Reviewed 11006 budget lines and associated slide numbers to each and developed load sheets to update the information in PBIS for 6 RSs, allowing for funding data for hundreds of programs to be accessed quickly and consistently, which also directly supports the Navy's efforts to digitize the POM process. – Shortly after reporting onboard following Program Objective Memorandum (POM) 24 development, assumed responsibility for completing the POM24 hotwash. Reviewed previous 44 questions and inputs from 27 respondents to identify focus areas and generate questions for the survey. Also, identified and tested the platform to conduct the survey and retrieve responses. Developed and executed the timeline and process for issuing the survey, collecting and analyzing responses, and drafting the brief to meet N8 and N80 deadlines. Resulted in streamlining the POM25 process, going from 5 to 2 Lines of Effort and removing a time-consuming step in the process. – Recognizing that the divison's Confluence page, which is used to house relevant POM materials and guidance, was not being developed at a rate sufficient to meet the Branch Head’s desires to begin using it, learned enough about the program in one day to build the page in use currently, including posting of necessary documents available at the time, program updates, and the POM25 schedule of events, which allowed N80 to begin using the site by the desired date and increasing transparency and data flow throughout the team.
