      I wrote and analyzed motor carrier safety regulations, including regulations on financial responsibility (self-insurance) and drug testing. I also analyzed then Bureau of Motor Carrier Safety field activities, and made recommendations, including a tripling of the field force and a change in the activities of the field force, which became the new model for agency activity. I showed that the least profitable activity brought in $9 to the US Treasury for each dollar spent, and tje most productive activity brought in more than $4,000 for each dollar spent, and thus the field force tripling was easily accepted by budget offices and Congress.       I worked on a variety of projects, including the Economic Growth Center Development Highway Program, the FHWA Bid Price Index, and Truck Size and Weight issues. I developed a much better Bid Price Index, less subject to random fluctuations. I also wrote a history of Truck Size and Weight Laws, and drafted legislation to allow longer, wider and heavier truck, at the end of 1982. Enacted legislation was similar to what I had drafted.
