  Responsible, on behalf of the company, of the project called "Training Needs Assessment for the Municipalities of Shkoder, Malësi and Madhe, Kuklës, Tropojë, Mat, Pukë, Valona and Himara" financed by the Albanian Development Fund and by the Bank of the Council of Europe. The aim of the project was the preparation of a training program, for the employees and officials of the abovementioned municipalities, with the aim of improving the professional skills of the municipal staff. The goal of the assignment was the preparation and finalization of a "Training Needs Assessment" and "Training Action Plans". Responsibilities: • Preparation of a questionnaire, consisting of 23 questions, to be submitted to the employees and officials of the 8 Municipalities, with the aim, once fulfilled and analyzed, to have precise and more detailed information on potential topics to be addressed in future trainings, considered more interesting by the parties directly concerned; • Organization and holding of two weeks of meetings with employees and officials of the 8 Municipalities, during which questionnaires were administered and both individual and group interviews were held, aimed at identifying even more in depth the main training gaps of the staff of the Municipalities and the problems that these create in everyone's daily work; • Analysis of questionnaires (over 150), data processing, preparation and delivery of the “Training Needs Assessment”, subsequently approved by the Albanian Development Fund; • Preparation and delivery of the "Training Actions Plan", approved by the Albanian Development Fund.

  The Agency is the operative leg of the Italian Development Cooperation system, and it is responsible for activities associated with the preparation, development, financing, management and control of international cooperation initiatives. AICS Office in Albania covers multi annual bilateral projects and initiatives in infrastructure, agriculture, education, energy, health and many other development sectors in Albania, Kosovo and Bosnia Herzegovina. The role of Programme Officer was to: • Provide technical assistance in managing complex infrastructure and health projects implemented in Albania financed by the Italian Government through soft loans and grants for a financial portfolio of about 50 million EUR, especially in public procurement field (i.e preparing tender documents) and governance management; • Monitoring and reporting on projects’ progress, national and international procurement procedures, activities ensuring continuous compliance with Donor's requirements, strategies and policies; • Managing communication and collaboration between private stakeholders, central institutions and other public offices involved as beneficiaries or partners in the financed infrastructure projects, especially in regards to the managing public tenders in compliance to, International and EU Procurement Rules; • On-site inspections and monitoring of works in financed infrastructure projects; • Preparing background analysis for high-level meetings, activities and technical working groups in the framework of monitoring and presenting progress of current infrastructure projects; • Researching for the identification and formulation phases of new projects; • Preparing key Documents (project proposals, project documents, Progress Reports, technical notes, analysis briefs and formal communication for high-level bilateral institutional meetings, speeches, reports and other relevant documents in the framework of AICS operational work in Albania, Kosovo and Bosnia & Herzegovina.
