Frances has worked on the New Generation Rollingstock and Rollingstock Expansion Teams in TMR for a number of years. In particular, she was critical in setting up the innovative co-design consultation program for the NGR accessibility upgrades. This co-design process has been a landmark success in ensuring accessibility design in Queensland transport projects, and is already being used as a template in other projects. She also works well with government processes, and integrated extremely well with both the project team and the co-design stakeholder group.

Arrow Energy is a leading cleaner energy company with five coal seam gas producing projects, ownership of one, and interests in two other gas-fired power stations and plans to deliver liquefied natural gas to the international market through a world class plant in Gladstone. As Senior Community Officer, Frances was responsible for the management of community and industry stakeholders and local landholders within the Surat Basin, Arrow’s most contentious area of operations. This included the development and project management of Arrow’s 2013 Surat community engagement campaign; a week-long regional road show of information sessions to inform our stakeholders of the latest project information. She was also a member of Arrow’s community committee for landholders and managed community enquiries via the company’s information hotline and email address. At Arrow Frances worked closely technical teams across the business to ensure non-technical risk was considered in development planning, and developed extensive engagement strategies for all activities and projects. Using a range of tools including stakeholder mapping, stakeholder management databases and social environment scanning, Frances identified stakeholder concerns and developed and implemented a range of communications and engagement strategies and tactics to address and manage these concerns.
