ARPC is a Public Financial Corporation established under the Terrorism Insurance Act in 2003 to administer the terrorism reinsurance scheme, providing primary insurers with reinsurance for commercial property and business interruption losses arising from a declared terrorist incident. $130m revenue p.a., $112.5m to government in fees abd dividends p.a. $500m investments. Fran is responsible for Finance, HR, IT, Communications, Property, Security and Legal outcomes. Fran has successfully improved the effectiveness of the organisation through 3 restructures, increasing ARPC’s national and international presence through improved stakeholder engagement and significant cost reductions in retrocession. Fran managed the transition of closing the organisation in Canberra and opening a new office in Sydney including budget, property leases, security, IT and fitout, staff redundancies and recruitment whilst managing business as usual. Fran was acting CEO over the Lindt Café siege period updating stakeholders, media and government and managed the Declaration of the Terrorist Incident announcement by the Treasurer in January 2015.
