I first met Fran Moreau in Mosul Iraq where we were both involved in the mentoring and training of the Iraqi Police forces. Fran's mission involved regularly going outside the wire in a hostile city where there was a very active insurgency. She cared for, taught, and led her soldiers and accomplished her mission in a manner that made me respect and admire her.We have continued to network and assist each other on missions relating to the tactical training of soldiers and police since then.
