Senior Policy Advisor

As a Senior Advisor, I handeled topics for the agri-food and agricultural sector, in response to the Sustainable Development Goals within the framework of the 2030 Agenda. I led different processes for review, simplification and construction of public policy and programs, management of economic incentives, training strategy for SMEs to strengthen business capacities and generation of employment. Also, coordinated and supported interdisciplinary public and private teams, creating different products for the industry and organized national and international events. Represented the Ministry at international forums at the United States and FAO. Key Achievements: - Coordinated and implemented a presence and virtual training plan for 825 SMEs. - Supported the process to assign non-refundable incentives for environmental benefits to farmers for organic production, $715,000 aprox. - Attention in the COVID-19 National Emergency during the first three months of the pandemic. - Managed the VIII Costa Rican “Gustico” Fair edition, for 200 SMEs, three days event and 40,000 people visitations with approximate sales of $330,000. - Supported the organization and funding for the Second International Conference on Healthy Food Systems of the One Planet network, six days event and 150 international participants. - Coordinated for the creation of new laws, regulations and policies with the Legislative Assembly on areas for organic production and FANAL. - Creation of a tool to classify SMEs according to their stage of development. - Project to connect gastronomy tourism and local farmers - “Tu-MoDeLo”. - Inauguration of the Regional Wholesale Market of PIMA for Guanacaste Region: signing 11 contracts, which linked 4,500 producers to the market directly on the day of the opening. - Implementation and follow up for the National Policy for Sustainable Production and Consumption. Combining strong management skills and the ability to lead high volume teams, as the Executive Director of Feria Verde I was in charge of the growth strategy, general direction of a 20-member team, enhancement of new business channels, writing and executing non-refundable grants, opening two local farmers markets and direct influence over more than 100 organic agriculture SMEs. Key Achievements: - Developed an NGO up to organize it with established procedures and sources of income. Obtained an exceptional growth of 200% in the first 5 years, coordination of an interdisciplinary team of 20 professionals, with more than 130 SMEs generating more than 500 direct jobs and a last fiscal period 2017 with revenues of $190,000. - Inaugurated, developed and consolidated two organic markets, at Aranjuez and Ciudad Colón. - Developed two projects approved for non-refundable donations, United Nations for $50,000 and Dynamic Initiative through the Central American Bank for Economic Integration for $43,000. - Implemented three non-refundable donations with defined objectives and impacts, United Nations for $20,000 and $50,000, and British Embassy for $5,000. - Established consolidated alliances with international organizations such as the United Nations Small Grants Program, the Inter-American Foundation, the Central American Bank for Economic Integration; and government institutions such as the National Learning Institute and the Municipality of Mora. - Creation and implementation of the Quality Control and Training Program for SMEs products: farm visits, food ingredients, national regulations, costing, customer service, food safety and labels. - Represented the NGO at international forums at México, Brazil and Paraguay.
