ECS Helps People Emmanuel Community Services works in partnership with non-profit and governmental organizations to help communities throughout Portland break patterns of poverty, violence, substance abuse, and addiction. The ECS Mission is, expressly, to help Portland communities efficiently and effectively solve problems that impair the social, economic, spiritual, moral, physical, and educational development of its members. ECS Answers the Call (ECS) founded in 1984 is located @ 1033 N. Sumner, Portland, OR. It has been the recipient of several contracts with Multnomah County including Youth Employment and Empowerment Program (YEEP), Gang Influenced Female Team (GIFT). New Approach to Community Outreach (NACO) and other gang violence prevention programs with Multnomah County Department of Community Justice. Most recently ECS has answered the city of Portland's call to coordinate a multi-organizational Consortium that addresses surges of youth violence in local neighborhoods. In addition, ESC is working on behalf of Multnomah County to drive an ambitious Youth Violence Reduction Program that will marshall several of the county's most experienced youth outreach organizations in a collaborative effort to identify hot spots for violence and meet at-risk youth on their turf with hope and opportunity.
