I was appointed by the governor to the 9-member board that oversees Maryland’s Health Benefit Exchange. The Exchange allows state residents to compare premium rates, benefits, and quality among health plans to help individuals and small employers find an insurance product that best suits their needs. The Exchange is the entity that determines the eligibility for Medicaid and for advanceable tax credits for individuals below 400 percent of the federal poverty level. Private insurers compete in this open marketplace, creating an even playing field and providing transparent and accurate information so that Marylanders can make important decisions about their health care options.

I was appointed by the governor to an 11-member board for a commission whose purpose is to increase access to care for low-income, under- and uninsured Marylanders by providing support to community health resources, to play a unique role in terms of developing a statewide comprehensive policy to strengthen Maryland’s vibrant network of community health centers, and to articulate areas that are ripe for policy innovation. I was responsible for four divisions unified by the common theme of providing information to consumers, employers, insurance carriers, and health care providers to make the health care marketplace more competitive in terms of lowered cost and increased quality. I had oversight of Maryland's small employer market reforms via an annual review of carrier experience and the modification of the state-regulated benefit plan design. I also managed the development and ongoing collection of information to compare the performance and overall quality of health plans, hospitals, and nursing homes in Maryland and made that information available to various audiences. I created and used steering committees of interested parties including other state agencies, industry associations, academics, employers, and consumers to provide stakeholder input into all of my work there. Finally, I was the Commission’s legislative liaison which required me to read proposed legislation, write position papers, track the legislation as it proceeded through the legislative process, attend hearings, and provide information to legislative members and committee staff.

I staffed the Maryland General Assembly (legislature) providing research and policy advice and support as a senior policy analyst for the House Economic Matters Committee including the Health Insurance and Workers’ Compensation Subcommittees. Those efforts included preparing bill analyses, House floor reports, and individualized memorandum on committee-assigned bills requiring extensive interactions with federal, state, and local government officials, as well as public and private interest groups. In addition, I prepared timely, confidential, and nonpartisan research information and analysis for members of the Maryland legislature more broadly- primarily on health insurance-related topics including managed care entities, managed care liability, nonprofit health entity acquisitions, ERISA, insurance market reform, mandated benefits, provider reimbursement, and the State Children’s Health Insurance Program.
