Consult, partner, and negotiate with external stakeholders on areas of mutual interest to create investment in public higher education. Develop talking points, presentations, questions and answers, and fact sheets to support policy agenda. Successful initiatives: Workforce credentials funding and legislation, providing first-ever state investment for high-demand credentials awarded by Virginia's community colleges and reducing the cost to students by 2/3. Dual enrollment legislation directing every school division to develop agreements with Virginia community colleges for students to complete an associate degree or a one-year Uniform Certificate of General Studies concurrent with a high school diploma. Transfer Grant legislation, allowing VCCS graduates who obtain an associate degree with a 3.0 GPA and financial need to receive a $1,000 grant to a four-year university; students studying science, technology, teaching, engineering, math or nursing receive an additional $1,000. This landmark legislation was the first in the country to award money based on need and merit to community college students who receive an associate degree and transfer for their four-year degree. Over 7,000 students have benefitted. Garnered $3.5 million in additional state funding for customized training and workforce development equipment. Assisted in obtaining $12 million in federal earmarks from Congress for Va. community colleges between 2006 and 2010.
