I have had the privilege of working with Tilneil throughout her career at Nash County Health Department (Grantee of the Health and Wellness Trust Fund Commission) and at the Division of Public Health. Tilneil has an absolutely engaging personality that just enfolds. Managing youth groups and bringing out the best in the youth came naturally to her. She made a very difficult job look easy; so much so that she quickly became a leader amongst the other coordinators in her region. Tilneil then took this same quality as she transitioned to the NC Center of Public Health Quality. She was able to take the difficult task of teaching how to integrate quality improvement principles into daily public health work and make it look easy and understandable. Tilneil is an asset and someone that I highly recommend.

Monitoring includes reviewing monthly database reports of programmatic activities to monitor progress to deliverables and monthly financial reports to monitor appropriate use of funds. Conduct programmatic and fiscal site visits, and observation of program staff providing services to youth to ensure programs are implemented to fidelity. Provide training and technical assistance to program staff regarding implementation of approved evidence-based programs in addition to activities required for successful completion of contract deliverables. Assist with the planning, coordination and evaluation of topical trainings, workshops and conferences that address various topics related to positive youth development, reproductive health education, child-hood trauma and mental health, and grant writing.
