Deputy Director, Cost Assessment and Program Evaluation in the Office of the Secretary of Defense
-
Jul 2014 - Apr 2017
I reported to the CAPE Director, a key advisor to the Secretary of Defense. I took over the Analysis & Integration Deputate when there was isolation/mistrust between deputates, which I rectified by vastly improving collaboration with my peers. I also led teams in generating $10 billion in ground breaking solution options, including:- Reducing risk via innovative operating concepts linked to equipment upgrades- Leveraging data analytics and new metrics to profoundly change senior leaders' view of readiness- Employing facts and strong narrative to convince high level warring stakeholders (e.g., Hill members, governors) to agree on a major reallocation of attack assets across Army components- Trained future female leaders via co-founding the first women's mentoring group in OSD************************For my success I received the Distinguished Rank Award ($64,000), given to only 1% of career members of the Senior Executive Service (SES)

Directed senior civilian and military analysts in assessing Air Force, Navy, and Marine Corps aviation programs in building the annual DoD program/budget. During this time I also served as Acting Director of Naval Forces Division, vigorously leading studies on Navy ship acquisition- Managed analysis that led to $20+ billion in resourcing changes to rectify underfunding for F-35 aircraft and scale back premature production - Led analysis that informed the DoD decision on the right number of F-22 fighters- Established CAPE’s first high fidelity modeling capability for aircraft vulnerability, devising $4.5 billion in mitigation options - Led teams that convinced Congress of the need for an Air Force cruise missile and new radars on Navy ships and aircraft despite breaching cost thresholds- Directed the first three DoD Long Range Aviation Plans delivered to Congress*************For my success I received the Meritorious Rank Award ($33,000), given to only 5% of career members of the Senior Executive Service (SES)

Branch Head and Deputy Branch Head, Office of the Chief of Naval Operations (OPNAV/N-81)
-
Jul 2000 - Apr 2003
As Head of the Force Structure and Analysis Branch (SES) and Deputy of the Warfare Assessment Branch (GS-15), I led studies that provided the Chief of Naval Operations (CNO) a compelling transformation narrative and helped move the Navy into the post-9/11 world. - Led effort that created an entirely new operational concept that fundamentally changed the way the Navy organized and deployed--This concept doubled the number of strike groups by reallocating surface combatants and submarines between aircraft carriers and large deck amphibious assault ships- Directed the development of the first post-9/11 Shipbuilding Study for Congress, which addressed warfighting and industrial base needs in the new era*************For these efforts, the CNO asked me and a team member to accompany the Secretary of the Navy on his executive jet and brief him on the Navy's new deployment concept
