      I joined INTOSAI Development Initiative (IDI) as a Resource Person in which my role is that of a consultant in enabling and guiding my respective team in conducting an assessment and formulation of plans. I am a consultant to the Supreme Audit Institution (SAI) Kosovo team. Under my consultancy, the team from SAI Kosovo has completed its SAI Performance Measurement Framework (SAI PMF) Assessement, has prepared its report on the Framework which has been submitted for an independent review now. Using this Framework, we have finalised the Strategic Plan as well the Operational Plan of SAI Kosovo which is now under the process of official approval from the head of SAI Kosovo. Over the course of ensuing year, we will formulate the Monitoring and Reporting Strategy as well as Plan and will also conduct a followup SAI PMF Assessment. I have achieved 4 of my targets out of 6 in this consultancy. Show less

      The work on this portfolio was about maintaining the accounts of the Ministry of Foreign Affairs and its Missions Abroad. This role required working with financial and accounting data which is mostly quantitative data. I also looked after the administrative portfolio of the Chief Accounts Office (CAO). I also successfully closed the 2021-22 financial year with only 2% budget lapse. I also formulated an internal job rotation policy for the CAO Office. I also conducted an exercise in quantifying the key performance indicators of the work of the personnel of the CAO Office. I also developed and implemented the policy for transferring of funds to the Pakistan Missions Abroad. In this role, I dealt with grievances, queries and problems of not only my own office but also of my client, the Ministry of Foreign Affairs and its Missions Abroad. I interacted with my client and other external stakeholders (Statebank of Pakistan and National Bank of Pakistan) on daily basis regarding financial and accounting matters, especially for the interpretation of the financial policy of the Government. An other responsibility include conducting of internal audit of the Ministry, its sub offices across Pakistan and also of the Embassies and High Commissions of the Pakistan abroad. During my one year stay, I conducted internal audit of Pakistan High Commission in Kuala Lumpur, Malaysia, Pakistan High Commission Bangkok, Thailand, Pakistan Embassy Paris, France and Pakistan Embassy Brussels, Belgium. I wrote and submitted my internal audit report to the office after every audit. The other various aspects of this office are explained hereunder. In this assignment I was responsible for conducting the internal audit of the armed forces of the Pakistan. Along with this, I authored a report on improving the financial discipline of the armed forces in the light of the audits conducted.       Engaged with international funding partners and stakeholders for securing funding and grant for of Audit Management Information System (AMIS). Designed the AMIS and then launched and operated the Lahore pilot site of AMIS. Established and designed the framework, policy and processes for Citizen Participatory Audit. Presented a report on the forensic audit of public sector entities.I was the AMIS Project Implementer – an ERP automating, currently manual, 32 audit offices of DAGP. My responsibilities included, working with the SAP and TallyMarks team to configure the DAGP audit processes into the SAP AMIS and successfully operationalised one pilot cite in our Lahore Office. Before this, I completed the major task of requirement gathering, training the team from TallyMarks on DAGP’s audit methodology and processes and need assessment of hardware and SAP licenses. I was also responsible for conducting the training sessions in various offices on AMIS, the documentation of AMIS and the feeding of master data in the software. I also conducted the Training Needs Assessment for competency assessment of the personnel of DAGP. The most important part is DAGP’s social and public inclusion plan in which I introduced Citizen Participatory Audit (CPA) portal. I also designed and developed the policy and processes for Citizen Participatory Audit. I also authored a policy paper and then a report on the impacts of Citizen Participatory Audit on the lives of citizens. I am also the individual behind designing and envisaging the CPA and its app. I was the resource person to represent DAGP in any matter related to CPA and apprising the Prime Ministry Office on its processes, procedures and performance.       I assessed and mapped the training and development needs of the personnel of DAGP by conducting the Training Need Analysis, enhanced the training and development avenues of the personnel in cooperation with the international donors and arranged trainings avenues, schedules and training modules for employees of other Government bodies including provincial governments, federal government ministries and institutions. Most importantly it is my job to plan, write and get approved the Strategic Plan 2022 – 2026 of DAGP. During this period, I initiated the formulation of Strategic Plan and Operational Plan of DAGP. For this I proposed the establishment of a committee and sub committees with employees from varied backgrounds. Since I was trained in Strategic Planning, Monitoring and Reporting, I facilitated two seminars on this for the committee. During this period, I co-authored the Job Rotation Policy of the DAGP, the HR Policy handbook and the training and development strategy of DAGP’s employees. I was responsible for managing relations between the DAGP and Pakistan Institute of Public Finance Accounts (PIPFA) in terms of exams, nomination of candidates, their complete training, exemption policy, and promotion recommendation.       As Deputy Director (QAIM) I was responsible for assessing and assuring the quality of the audit reports that were submitted to the Office. I was member of the Quality Assurance team that was responsible for the Foreign Aided Projects (FAPs) Audit. These are the donor funded projects related to the development sector and achieving Sustainable Development Goals, as committed by Government of Pakistan. During my tenure under this portfolio, I had given my input in five FAPs Audit reports covering topics on health, education, agriculture and other development related sectors. In addition to this, my duties also included monitoring and managing the complaints on the Pakistan Citizen Portal which allows the citizens to interact with the Government offices directly. Most complaints were against instances of fraud and corruption as seen by the complainant (for instance mishandling of funds in an education institute, or financial issues in a hospital) and within all this it was my job to assign teams to tackle a complaint, determine weightage of the corruption/fraud complaint and then get the audit process started. Through this, I was able to view the problems of the citizens directly, and address their grievances – using audit as the means and tool to increase service delivery and bring a difference in the lives of the people. It is here that I practically manifested the INTOSAI- P-12 principle of Value and Benefits of an SAI - making a difference to the lives of citizens that I learnt in my job portfolio before this one.       I maintained multi-lateral international relations of DAGP/SAI Pakistan with institutions namely International Organization of Supreme Audit Institutions (INTOSAI), Asian Organization of Supreme Audit Institutions (ASOSAI), Economic Cooperation Organization of Supreme Audit Institutions (ECOSAI) of which SAI Pakistan host the secretariat, INTOSAI Development Initiative (IDI) and International Consortium on Governmental Financial Management (ICGFM). I ensured that DAGP/SAI Pakistan was a regular contributor and participant in the conferences and seminars held by them. I also made it possible for DAGP/SAI Pakistan to be on the board of ASOSAI. While working with INTOSAI, I worked with three major working group, Working Group on Fighting Corruption and Money Laundering, Working Group on SDGs and Key Sustainable Development Indicators and Working Group of Value and Benefits of SAIs. I wrote papers which were then printed in international journals. I coordinated DAGP/SAI Pakistan’s bilateral activities with China, Turkey, Indonesia and Vietnam and then increased the bilateral portfolio to Malaysia, Iran and Australia. The bilateral agreements constituted of cooperative audits, trainings, peer review assessments and conferences. I engaged with IDI for enhancing professional capacity of SAI Pakistan, negotiated trainings and funding for various initiatives. I was a member of the delegate that arranged the ECOSAI conference in Turkey. I used my knowledge gained from Working Group of Value and Benefits of SAIs and initiated the Citizen Participatory Audit in SAI Pakistan. I was also one of the two-member team that conducted the Performance Measurement Framework of SAI Pakistan. I was also on the editorial board of the ECOSAI circular that is printed from SAI Pakistan. I planned and conducted two international conferences during this time with SAI China and Indonesia.       I was the head of the Office of Controller of Accounts (Officers Provident Fund), independently heading the office and its various functions. As a Controller, I was responsible for all the managerial, administrative, financial and accounting functions of the Office. I planned and managed PKR 115.4 million budget of the Office. Additionally I was also managing the human resource and their job details, along with their job rotations. As a part of my managing Business Process Organization, I implemented the computerized fund calculation function, thus reducing the burden of manual calculations. Similarly, I introduced and implemented the One-Window-Operation in which the client could directly interact with the office personnel for the redress of their grievances, thus enhancing the service delivery of the office and the impact of this service delivery. Keeping in mind that a healthy work environment results in good job performance, I initiated a weekly open discussion forums in which everyone was given the chance to expression his/her office needs and give suggestions on how the office work can be improved further.
