Directly from the start of her work at the Netherlands River basin Coordination Bureau in 2007 Efrath Silver showed her talent of adequately and efficiently organizing almost everything, that came on her desk. Using her background of environmental studies she quickly picked up the basic knowledge and language of the European Water Framework Directive (WFD). She developed the skills of producing excellent minutes of meetings of meetings with long agenda’s, very diverse content and intensive discussions between national and regional authorities.` Later on she focused on the production of the river basin management plans (four national and one international) according to the WFD. She combined data and information collected from regional authorities, produced text, figures and tables and did an enormous amount of editing including changing the text based on comments. She contributed to the processing and answering of the many reactions resulting from the public enquiry of the draft plans. In the last months of 2009 she worked with the RBMP-team to get the final plans ready and printed. Together with a colleague she formed the focal point of the production process of writing, editing, organizing the printing, checking preprints etc. The reports were ready according to schedule. In this process Efrath remained well motivated. Even under very high pressure she continued doing the things that were to be done and proved to be a most reliable colleague. But maybe even more important, it was really a pleasure to work with her even under these difficult circumstances. Finally, she decided that really working for a better environment is more than filling reports with official government language. She choose for the uncertainty of working for a NGO in Israel, thus loosing the certainty of a job at a consultancy firm with good career prospects. But she won the admiration of her Dutch colleagues for such a brave step.

      I have developed, coordinated and represented the policy and technical programme on water management, river restoration and fish migration of the Wetlands International – European Association. My policy work focused on EU water and nature legislation including Water Framework Directive, Floods Directive, Green Infrastructure Strategy, and other sectoral policies including navigation and hydropower and their impact on rivers and wetlands. As a project manager, I contributed to the (legal) protection of European rivers in the Mediterranean Basin. Together with partners I developed nature-based solutions to water management and climate adaptation, for example natural water retention measures in urbanized basins such as the Rhine.       The Nationwide Operational Assessment of Hazards (NOAH) program develops hazard maps, tools and technologies that can be operationalized by Philippine government agencies to help mitigate disasters and protect vulnerable communities. My role as EU Aid/VSO volunteer was to support NOAH management in her efforts to becoming a center for integrated disaster science. I conducted stakeholder interviews, held workshops, analyzed the public perception of the program and carried out an international comparative analysis of DRRM practices. In addition, I provided recommendations for a better implementation of the country's national DRRM policies. I facilitated workshops with local communities to determine barriers for implementation of DRRM policies.       I did quantitative and qualitative research on the viability of crop microinsurance for Bangladeshi farmers to mitigate flood risks. The research was done in cooperation with the International Network of Alternative Financial Institutions (INAFI), a leading umbrella organization of microfinance operations, from their office in Dhaka, Bangladesh. Activities included a series of interviews with mainstream insurance companies, NGOs/microfinance institutions, the Flood Forecasting and Warning Center and the Bangladesh Insurance Academy.
