DEA-Group Supervisor Border Response Initiative (BRI)

As the group supervisor, I managed the Border Response Group (BRG). BRG is comprised of 8 full time Border Patrol Agents, 2 full time entry level DEA-Special Agents and six 90 day rotational DEA-Special Agents. My group supervisor responsibilities required me to have an extensive background in case investigations. I was responsible for the overall planning, organization, administration, and coordination of all Border Patrol narcotics cases, which were accepted for federal prosecution in both New Mexico and the Western District of Texas. I managed all referred Border Patrol cases and oversaw the criminal investigation. These investigations were complex and my responsibility was to supervise each case from its conception to its outcome. I also managed financial and administrative facets for each agent and their respective cases. In addition, I served as the El Paso Sector authority representing Border Patrol in case negotiations with the Assistant U.S. Attorney in both the Western District of Texas and New Mexico. My specialized experience is extensive. I have served as case agent and now as a supervisory agent/Group Supervisor responsible for planning and directing broad investigations of national or international scope. I provided administrative and technical supervision over the BRG. During my supervision of these cases, I thoroughly reviewed them in order to determine if a public corruption nexus existed. Once a criminal nexus was established, I followed all protocols and procedures to report my findings through the Joint Intake Center (JIC). As the case developed and evolved, we worked in conjunction with those agencies charged with investigating public corruption violations. These agencies are DHS-OIG, ICE-OPR, CBP-OIA, and the FBI Public Corruption Task Force.

My duties and responsibilities as a Public Affairs Officer/Supervsior and under the leadership of an Assistant Chief Patrol Agent (ACPA) and the Director of Public Affairs were to establish an effective workforce in order to enhance the image of the U.S. Border Patrol. During this assignment, I designed and developed programs such as the Certified Border Enforcement Journalist Program, Economic Impact Study and other programs designed to enhance the image of the U.S. Border Patrol in the media and public field. Coordination of National Level Programs such as Change of Command Ceremonies, Hands on Celebrations, Ground Breaking Ceremonies, Congressional Delegation Briefings and Tours, VIP's briefings and tours. I was also responsible for creating and monitoring the operational budget for the Public Affairs Office.My duties also require me to compile and complete the Chief Patrol Agent's weekly briefing book. As the administrative supervisor for this office, I promoted the U.S. Border Patrol's National Strategy, through effective media relations and briefings to interest groups and stakeholders. Under ACPA leadership, I was appointed as the El Paso Sector FOIA Coordinator. I received and reviewed all freedom of information requests for El Paso Sector. This position entailed policy research, meeting with legal counsel both at the sector and HQ levels. I prepared a written response on behalf of the Chief Patrol Agent based on my research and findings.

TAC / OFFICERAs a member of the Tactical Section (redesigned) as the Tactical Gang Unit in 04/90), I planned, coordinated, and participated in specialized law enforcement operations directed against serious problems, such as organized crime and gang activities, or operations in support of other departmental organizations such as the narcotics division. When necessary, or on special assignments, I participated in raids and searches, apprehended wanted persons, or carried out other specialized duties. I worked under general supervision, taking actions on my own initiative or in response to orders or reports received from the police dispatcher.
