As someone who had the opportunity to work alongside Ed Tkacz, President of Tkacz Engineering, for an extended period of time, I feel compelled to share my experience and wholeheartedly recommend him as a professional collaborator and leader. From 2014 to 2020, my company, NETLINKS Ltd, was the prime contractor for several Department of Defense (DoD) funded projects in Afghanistan. Throughout this period, we subcontracted contract management and various technical advisory roles to Tkacz Engineering, and I can confidently say that our partnership with Ed and his team played a pivotal role in our success. Ed Tkacz consistently demonstrated exceptional leadership, technical expertise, and an unwavering commitment to delivering top-quality results. The resources he provided were not only highly skilled but also displayed great dedication, ensuring that every project was executed with precision and efficiency. Thanks to the outstanding services of Tkacz Engineering, we were able to navigate the challenging environment of mission-critical DoD projects in Afghanistan with confidence. Beyond his professional accomplishments, Ed is a pleasure to work with on a personal level. His open-mindedness, strong communication skills, and genuine passion for his work make him an invaluable partner. Throughout our collaboration, I was impressed by his ability to maintain a positive and proactive approach, even in the face of adversity. In summary, I wholeheartedly endorse Ed Tkacz as a top-tier professional and a trusted partner. His leadership, expertise, and commitment to excellence have left an indelible mark on our projects and our team. Should you have the opportunity to work with Ed and Tkacz Engineering, I am confident that you will be just as impressed as I have been.

Ed is a customer results focused professional who uses his strong technical background along with excellent communication and personal skills to create and sustain successful teams and operations. I have witnessed Ed solve extremely challenging technical coding and database management problems early in his career with Northrop Grumman and Barling Bay. I watched as Ed grew professionally on multiple software development teams I was a part of until he decided as an entrepreneur to start his own very successful Government contracting company, Tkacz Engineering. Ed has led his company to outstanding results yearly since it’s founding. None of Ed’s accomplishments come as a surprise to me given that from the time we had met, he expressed a entrepreneurial mind-frame combined with a strong spirit to help others.

I met Ed during a 2011-12 deployment to Afghanistan where his exceptional database design skills were crucial to our task force mission of monitoring compliance of security contracts. Ed was integral with us and tailored the design and development of the tools necessary to complile our data in a comprehensive way. Ed was a friend and mentor to me and others as well. His tireless efforts, long hours and work ethic were a force enabler for the active duty component of our team and ultimately helped to increase the security of our troops in that theater of operations.

While in Qatar, supporting Air Force Central (AFCENT) Combined Air & Space Operations Center (CAOC) A6, Edward spent his entire year developing and maintaining numerous data-driven applications that could not be supported back at Shaw AFB. Per the direction of AFCENT/FP, led by then Col Chris Bargery (USAF), the development of the Integrated Defense Tactical Tracking Tool (IDT3) was initiated; an extraordinary GIS capability that provided AFCENT FP oversight of their base defense posture, tapping into numerous intel databases to include CIDNE (system of record for Significant Activities), Global Command and Control System (GCCS) and Blue Force Tracker. The capability was demonstrated to General Gary North (former AFCENT Commander) and was later compared to the primary FP tool at the time known as IDC2COP. IDC2COP was developed by a team of contractors (CH2M Hill) and engineers at the Air Force Security Forces Center at Lackland Air Force Base. Mr. Tkacz developed the prototype for the IDT3 with inputs from all departments within the FP directorate at Al-Udeid Air Base. When the IDT3 was demonstrated to technical experts at CENTCOM, they described the Google Earth plug-in web-based console as a disruptive technology, mainly because of its ability to dynamically report FP conditions in real-time and the way this data was presented. More information about IDT3 can be found on Intelink. Developed and led the software development of a web application that would store intelligence data more efficiently with approved GOTS software (FeedPipes) and would provide quicker search capabilities similar to DCGS-A QueryTree. Pulled in millions of records through CIDNE and other in-theater intelligence feeds such as CIA Wire, Technical and Exploitation Database (TEDAC), and other CENTCOM-specific intelligence data sets. Was responsible for developing various feeds from external intelligence systems that would be consumed by the DCGS-A Brain. Successfully implemented the first SOAP Web Service data-polling feed for DCGS-A, pulling data from the Combined Information Data Network Exchange (CIDNE) system into DCGS-A using the accredited FeedPipes software. This moved DCGS-A from using a direct database connection to CIDNE, easing the burden on the CIDNE system. Supported TF-134 in enhancing the capabilities of Detainee Information Tracking & Visibility (DITV) and provided the Release Operations Cell (ROC) a new web-based capability that allowed the agency to determine a release order for prisoners at overcrowded cells. This system used SQL Server Reporting Services to extract, transform and load (ETL) an authoritative detainee data spreadsheet that was updated daily into the new ROC release management system. Developed a software tool that detected unauthorized software installed on any USAFE network-connected NIPR machine at the time users would login to their system. This tool would force users to remove unauthorized software within 7 days and integrated with Microsoft Systems Management Server (SMS) to track computers with unauthorized software.
