Owner / Principal

Jun 2012 - Present
Spatial Quest builds healthier, resilient, smart energy communities, using map based approaches. Responsible for all aspects of the business: executive oversight, contracts, partnerships, research, database and map production, web/media and event coordination, communications, and other consulting services. Spatial Quest provides professional services to a variety of customers, from municipal associations, to private sector, national non-profits, and government. We use and deploy geospatial solutions as needed. We completed research on energy mapping to meet requirements of utilities and municipalities (with funding from NRCan) and we completed research on national / international climate and health indices and web resources, particularly on methods to develop, validate, and spatialize indicator data to inform health policy, planning, and response efforts (Health Canada). In addition, we have assisted with the production of two health magazines; and maps for a report on the implementation of VistA by US Veteran's Affairs Hospitals and Clinics. Our Principal introduced a Charter for a global OGC Health Domain Working Group which he co-chaired (2012-2018), the OGC Energy & Utilities Domain Working Group, which he co-chairs (2012-ongoing), and contributed to the Charter of the OGC Smart Cities DWG.

Project Manager

Jun 2003 - Mar 2012
Coordinated design, development, implementation, evaluation of web-based geospatial mapping application (with funding from GeoConnections, USGS, Environment Canada), OGC compliant web map services, and published 1,600 map layers pertaining to climate change, air quality, respiratory health, community sustainability, pandemic preparedness. This included chronic respiratory illness in Canada and a 2-day cross-border pandemic table top exercise (NB + Maine) simulation of 35% infection (weighted across demographics / population), absenteeism, drug sales, availability of food/fuel/supplies, and impacts to critical infrastructure, thematically rendered in web-based interactive map viewer + mobile app. Research published in various peer-reviewed journals, shortlisted for BioMed Central Medicine Prize 2009 and nominated for ITAC Ingenious Awards 2011. I coordinated research contracts, working closely in research teams, with UNB Department of Geodesy and Geomatics Engineering, Computer Science Faculty, and Policy Studies Centre, as well as CARIS, Cox-Palmer, U.of Southern Maine, NB Emergency Measures, GeoConnections (4 contracts), and health partners. We produced a 150 page report for advancing the Canadian Geospatial Data Infrastructure in support of Public Health. Migrated our geoportal to ESRI Flex and .net viewers in 2008-09, prior to completion of the program.

Founder; Partner
-
Jun 1995 - Dec 1999
Earth Central was formed as a non-profit to conduct public education and build support for environmental technologies and services in the City of Montreal. I was also a partner in two Multimedia Production start-ups which conducted numerous musical and artistic events in Montreal. We organized an event post Ice-Storm 1998 (which wreaked havoc in the City of Montreal and Quebec's electric power grid), featuring 12 environmental exhibitors, renewable energy technologies, electric vehicle (Zenn Van), green mapping, etc. The event also featured 20 performers and was covered by 3 TV networks + 1 journal. We organized the launch of an independent film called 'The Earth Changes' and toured the exhibit through 3 High Schools, 2 Colleges, 2 Universities. We helped researchers at McGill School of Urban Planning / Architecture, with development of the first Municipal Green Map in Canada, and built a 8x8 foot 3D model of Montreal for interactive Canada Day Exhibit. Based on this model, I built an 8x8 foot model of NB for community engagement work.
