Responsible for the creation of a purpose built ‘delivery’ organisation to undertake the rebuild of the horizontal infrastructure damaged during the earthquakes in Christchurch, New Zealand.The $2.0 billion programme of over 700 hundred individual projects addressed the wastewater, fresh water, storm water, roading, bridges and retaining walls of Christchurch city. SCIRT managed all facets of the programme from asset assessment, through design, construction and handover.The organisation was intentionally designed under an Alliance head contract agreement comprising three client organisations and five competing contractor organisations to create a high performing team environment. SCIRT also included team members seconded from 16 local consultancies and over 70 contractors and suppliers, engaged through collaboration to deliver outstanding outcomes for the people of Christchurch and New Zealand.In this role Duncan reported to a Board formed from members of the eight alliance participant organisations and was pivotal in the creation of the architecture of the organisational structure, the integrated management system and operating procedures. From a ‘zero base’ at inception the organisation was developed to become a leading player in the rebuild of the city with 2000 personnel working across 150 sites at any time with a monthly turnover of $50 million. The need to report to three independent client organisations representing both local and central government sectors, and five private sector organisations, provided a challenging environment to navigate whilst continuing to maintain progress in the task of delivering a value for money rebuild outcome
