      Duties, Accomplishments, and Related Skills: Serves as Cost Monitoring Specialist (CMS) in a Contract Management Office (CMO). Create an annual cost monitoring plan. Compile quarterly and annual cost monitoring reports. Reviews contractor’s proposals to ensure proper allocations of overhead expenses. Analyze contractor plans, budgets reflecting sales, and resulting bases used for allocation of overhead including details of individual cost elements comprising the total financial structure. Continuously monitor contractor’s estimate of business volume within fiscal periods are reasonable. Determine reasonableness of cost elements in forward pricing proposals utilizing the contractor’s forecasted manpower and business volume, accounting structure, and facilities. Perform analysis of contractor’s final overhead proposals, forward pricing rates, billing rates, Cost Accounting Standards (CAS), accounting changes, and other formula and allocation factors. Review established forward pricing procedures and negotiated rates to detect variances from previously expected trends. Investigate causes of significant variances and advises contractor personnel of the corrective. Advise and assists Administrative Contracting Officer (ACO) regarding the feasibility of revising forward pricing projections. Conduct cyclic and special reviews of problem cost areas related to business base and pool expenses including, but not limited to; direct labor hours/dollars, direct and indirect headcount, corporate allocations, and capital expenditures.
