My responsibilities included regulatory policy and ratemaking that impacted SCE's generation assets and a staff of attorneys to advocate SCE policy and ratemaking. Those generation assets included gas-fired generation, nuclear generation, coal-fired generation, solar photovoltaic generation, fuel cells and pipeline transmission capacity. The forums in which I was active included the California Public Utilities Commission, the Federal Energy Regulatory Commission, the Nuclear Regulatory Commission, the California Energy Commission, the California Coastal Commission, the California Independent System Operator and numerous state and federal courts.

I was the senior regulatory counsel responsible for representing Southern California Gas Company in proceedings before the Federal Energy Regulatory Commission in rate proceedings involving pipelines serving Southern California. Southern California Gas Company was then the largest customer of the pipelines serving Southern California and was at the forefront of efforts to deregulate the interstate pipeline industry in the 1980s. I was also involved in numerous proceedings before the California Public Utilities Commission and the California Energy Commission during my time at Southern California Gas Company. I was also regulatory counsel to SoCalGas' unregulated small power producer affiliates.
