In 2012, I was President of the Illinois Association of Public Health Administrators and we became concerned that some Accountable Care Organization language didn't include adequate protections for public health departments' ability to continue billing for basic public health services. IAPHA's lobbyist, President-Elect, Doug, and I met with leadership from the Illinois Department of Insurance to discuss and seek a solution. Also discussed was gaining support for public health departments' ability to bill for non-traditional medical services in Illinois. Doug was selected to present and participate in this meeting due to his knowledge and passion regarding these issues.
