Department of State Cyber Threat Analysis Division Manager

Here, I was the on-site Program Manager for the Office of Computer Security’s Cyber Threat Analysis Division (CTAD). In this role, I managed 40 technical and intelligence analysts that analyzed and reported on cyber security issues with an annual budget of $9M. I managed the analysis of technical data to identify trends, targeting, and timing of suspicious / malicious activity. My responsibilities included overseeing the technical analysis of malicious code, network traffic, forensics of hard drives, removable media and mobile devices and the development of custom signatures for network monitoring and intrusion detection systems. I worked directly for the CTAD Division Chief setting priorities and ensuring goals were accomplished. I tracked, maintained and reported metrics; prepared and presented monthly and quarterly Program Performance Reviews. I managed division growth from 14 to 40 personnel in < 4 years.These are just some of my accomplishments:• Led establishment of Insider Threat Program providing much needed and desired capability and support to counter intelligence and law enforcement investigations.• Led establishment of Indications and Warning Program that provided means to track historical targeting / attack patterns resulting in proactive network defense effectively thwarting attacks.
