      Director of the Centre des Arts in Enghien-les-Bains, the first complex specialising in digital art funded by the Ministry of Culture and Communication, and artistic director for the International Digital Arts Biennial, Bains Numériques.As a consultant in cultural engineering, I work with the Academy of Sciences for Arts and Technology.Since 2014, I am a member of the Steering Committee of UNESCO Creative Cities Network and I coordinate the Media Arts cities cluster : Austin (USA), Gwangju (Republic of Korea), Sapporo (Japan), Dakar (Senegal), Tel Aviv (Israel), Linz (Austria), York (UK) and Lyon (France).In addition to my investment in the development of media arts, I am an author, documentary filmmaker and director of a collection devoted to Digital and Technological Arts (50 publications - 5 films).I have led differents projects for cultural cooperation, especially with Europe (MADE Mobility Art Digital Europe), Cuba, Canada, Congo, Japan (Knowledge Capital, Osaka), Gwangju (Republic of Korea), Taiwan, China and the Rencontres internationales d’Art Numérique (RIANA) in Abidjan in Ivory Coast.

      Enghien-les-Bains was designated by the members of the UNESCO Creative Cities Network (UCCN)to host the XIth Annual Meeting set to take place from 30 June to 2 July 2017. Some 116 citiesrepresenting 54 countries around the world will be sending delegations to the event.Created in 2004, the UCCN fosters international cooperation with and between cities that have identified creativity as a strategic driver and enabler for sustainable urban regeneration and development. The members of this network work towards common objectives: placing creativity and cultural industries at the core of local development plans, and actively cooperating through inter-city partnerships at the international level.For the first time in the history of the Creative Cities Network, the artistic program of the XIth Annual Meeting will be open to the general public. This means that in addition to the plenary meetings, artistic and cultural events will be offered free of charge in the public space around the theme of Data Cities. Through data collection, the creative DNA of the cities will be exhibited to the public. The digital aspect intersects all seven categories (Design, Film, Crafts and Folk Art, Literature, Gastronomy, Media Arts and Music) and the 116 cities in the Network in their augmented and interconnected dimension.
