Diana has a great ability to not only provided the measurable technical aspects of project management such as budget, schedule, resource allocation, etc. but she also has an amazing ability to to provide the aspects that that you cannot easily measure such being able to align and get commitments from managers and individual contributors who do not directly report to her. It is not often that you can find a project leader that can have a good handle on the technical aspects and the personality characteristics to ensure those aspects are met when they have to rely on so many others to achieve a successful project completion, on time and on budget.
