Services provided to citizens include electric, broadband, water, and sewer utilities, police, fire, public works, engineering, airport and parks and recreation. -Lead the city’s response to the largest sustained traffic detour in US History during the Grand Avenue Bridge Replacement Project. -Oversaw Glenwood Springs becoming the 7th city in the nation to purchase 100% renewable energy for its electric utility. -Managed the COVID-19 Emergency Response which included Acting as the Health Director, restructuring of the 2020 Budget, Emergency Communications in English and Spanish, and rapid action to assist local businesses including a business grant program, expanded outdoor dining and retail, and improved access to downtown parking. -Negotiated a public partnership with the US Forest Service to create a Shuttle Service to access Hanging Lake, a Natural National Landmark. The Shuttle Service was the first local government partnership with the Forest Service and a private entity in the nation and is considered a model for the US Forest Service. -Leveraged resources including over $20 million in federal, state and local grant funds for critical infrastructure and planning projects including a $7 million 2018 USDOT Build America Grant. -Reduced the cost of large-scale infrastructure projects by $30,000,000 working with surrounding municipalities and the Roaring Fork Transit Authority. -Oversaw the city’s response to the Grizzly Creek Fire and the financing and rebuilding of the city’s water infrastructure in response to its significant damage in the fire. -Currently implementing the last mile fiber to the home project to provide municipal broadband services to all residents. In addition, my duties included oversight of the water and sewer plants, volunteer fire departments, parks and recreation, community development, downtown parking operations, police union negotiations and information technology. Additional responsibilities included Borough Council agendas, the creation of and monitoring of Council Goals, and the internal operations of the Borough Manager’s Office. Accomplishments: -Project Manager for the Carlisle Urban Redevelopment Plan. Duties included public outreach, grant writing/management, and funding/lobbyist strategies for the redevelopment of over 50 acres of brownfields. Successes included the award of over $5,000,000 in PA Multi Modal grants and a $5,000,000 US DOT TIGER grant for large transportation improvements. The Carlisle Urban Redevelopment Plan was awarded the Region 3 Mid-Atlantic 2020 People Choice Awards at the 2019 USEPA National Conference. -Organized and completed the My Brother’s Keeper Challenge and for the greater Carlisle community. Carlisle was the second municipality in the nation to complete its Action Plan. -Increased regional cooperation and sustainability through Co-Chairing the Greater Carlisle Project, a partnership between Dickinson College, local municipalities, non-profit organizations, and for-profit companies that focuses on improving the quality of life, economic development, and sustainability in Cumberland County.
