      Before joining 3Red8 I was the Utility Section Manager for the New Mexico Department of Transportation where it was my assignment to prescribe conditions under which utility facilities may be accommodated on all public highway right-of-way under the jurisdiction of the New Mexico State Department of Transportation and to set forth the regulations covering the installation or relocation of utility facilities in conflict with the construction of highways. The principal objectives were to achieve maximum public use of state right-of-way, consistent with the laws of New Mexico and to ensure that utility installations and relocations were accomplished in accordance with New Mexico Statutes, Regulations and Federal Codes which also provide for maximum public safety and maintenance of the public highway systems of New Mexico and utilities serving the general public in this State. As the Utility Section Manager I was responsible for all Departmental, Technical, Administrative, and Tribal/Local Public Agency (T/LPA) responsibilities for the Utility Section. While at the Department I led a team to re-write the New Mexico Administrative Code for Utilities 17 NMAC 4.2 to repeal and replace the outdated rule. The driving factor was innovation and improving efficiency for accommodating stakeholders pursuing access to state right of way. I was responsible for developing a broadband manual to accommodate all forms of broadband and telecommunications. This required developing new policy for accommodation of new wireless broadband infrastructure in NMDOT Right of Way. I researched accommodation policies and agreements nationally to re-write the administrative code for utilities, 17 NMAC 4.2. to add provisions for monetary compensation or in-kind contribution from stake holders to the NMDOT for installing facilities in NMDOT Rights of Way.
