Dave has served as a consultant to Rye Development for the past six years. He has been a valuable resource to our team in supporting the development of the Swan Lake Pump Storage project in Klamath County, Oregon. Having served as Governor Kulongoski's climate change and renewable energy advisor to his longstanding relationships with legislators in Salem and with energy stakeholders around the state, Dave has been a strong advocate for the need for long duration storage, including pump storage, in Oregon's transition to a clean electricity grid.

Dave has done an excellent, thorough, and cost effective job at managing permitting updates with the State of Oregon for the Pacific Ethanol 40 million gallon per year ethanol plant in Boardman, Oregon. The Energy Facility Siting Council permitting process is complicated and requires detailed knowledge and expertise to complete required permitting. Dave was efficient and making that happen and stuck with the process, even as it lingered longer than expected. I would recommend Dave to help with permitting any energy facility.
