This position requires strong organizational skills. EQA's serving as permit reviewers for Water Resources Division must review permit applications for completeness, conduct site visits, issue permits, seek mitigation, prepare documents for public notice, and communicate with applicants all while meeting tight deadlines with a heavy workload. Applicants for permits include private citizens, local units of government, NGO's, commercial entities, and/or agents acting on their behalf. As a public servant, WRD-EQA's respond to the general public in a timely manner regarding complaints involving aquatic resource impacts, often leading to additional compliance and enforcement action. Personally, I cover permitting for two of Michigan's 83 counties for proposed impacts to inland lakes and streams (Part 301), wetlands (Part303), High Risk Erosion Areas (Part 323), Great Lakes Bottomlands (Part 325), and Critical Dune Areas (Part 353). Being skilled at identifying regulated resources is a must. This routinely includes identification of ordinary high water marks, bank-full determinations, wetland delineations, wetland and upland plant identifications, measuring slopes in critical dunes, and more.
