David provided management and facilitation of the approach to market, the development of all procurement lifecycle documentation, and the facilitation and management of strategic negotiations to finalise the contracts in time critical processes and with limited existing documentation. Recently David designed and planned a large logistic strategic procurement including review of the existing contract and its previous procurement approach. David drafted the strategic approach to identify the key issues and lessons learned, and the procurement options for the new services. Once endorsed, David then drafted the procurement planning documentation, the service requirements, the statement of work, the initial services contract, the tender evaluation approach and criteria, and the request for tender documentation. David as part of the Projects Assured Procurement and Contract Management Team identified a number of existing arrangements requiring contract management actions to extend or vary these contracts, including one where a new approach to market was required before the end of the financial year. David’s activities included analysing the approach to market, procurement strategies and methodologies, cost modelling, procurement evaluation, developing tender documents including contract documentation (non-legal), reviewing services levels and key performance indicators, David facilitated negotiation planning and contract finalisation.
